The association of
Beijing municipal physical lottery management was set up in
1995 through approval of biejing edit committee and is a direct-subjected
career body to Beijing Municipal Bureau of Sports.Be responsible
for sales and management of physical lottery in Beijing area
which had experience reform in Sep 1989 by Beijing Municipal
Bureau of Sports center.
At the end of 1999, to order to welcome the operation of computer
physical lottery the center put an emphasis on its own constructions
by equipped with specialists and ruling out clear position
responsibilities regulations to form a high efficient and
smooth operated management institurion. May 6, 2000 Beijing
became the 13th provincial city to operate physical lottery.
Because of the well preparation before hand, the total sales
of Beijing comper physical lottery reached 460 million leaps
to the 5th of the country.
In 1995 sales of pater physical lottery reached 3million,
in 97 reach 9.6million, in 98 reach 24million, in 99 reach
60 million. While when in 2000 operating of the computr lottery
bring us an annula sales of 490 million(with 27.9 millioni
are paper lottery), in 2001annual sales colume reach 1.5 billion
with accumulated commonweal capital more than 600 million,
with substitutive individual incident income tax of 100 million.
The center was awarded as ¡°national physical lottery pioneer
units¡± for duccesive 4 years since 1998. In 2001the center
was renowned ¡°2001 national physical lottery special contribution
award¡± by state department general lottery center. 1n 2000
and 2001 was awarded ¡°capital civilization unit¡± by capital
spiritual and cultural office. In 2001 was named ¡°youngster
cilvilization¡± by CYL Beijing municipal committee.
Beijing physical lottery has four ways to play in computer.
¡°36 choose 7¡± sports items coorperate manner, May 6 2000 was
introduced to the market for the first time, Tues, and Friday
draw the award; ¡°4 flowers choose 4¡± was formally introduced
to the market on 3 April 2001 which draw the award every Monday
and Tuesday. Oct. 22, 2001 Beijing as one of the first football
lottery operation regions emit Chinese football lottery and
on July 1 2002 add a new play of ¡°7 digitals¡±. There are 22
employees altogether under the leadership of director of Beijing
physical lottery management center and deputy director Yue
tianming. The recent 4 functional departments are: operation,
technology, maintenance, financing and offices department.
The introduction of responsibilities of different department:
Business department: mainly in charge of sales management
affairs of computerized and paper lottery, business management
of sales networks, application, increasing, adjust and discharge
of the network sites.
Technical department: management of sales system, development
of games principles, data collection and statistics, encashing
and training of lettery staff. Repairing department: directly
led by technical departmen, mainly be responsible for the
repair and maintenance of the terminal machine, etc.
Financial department: Be responsible for the computation of
the selling fund of the whole city, the allocation of beneficial
welfare, pay for individual incident income tax, commissions
dispatching and encashing etc.
Office: the compile of files, hand in and out, the save of
files, media propaganda, the coordination with the public,
the safeguard of the supporting, safty, consultant and the
announcement of the lottery.
Beijing municipal physical lottery management center set their
working principle as¡± scientific,efficient, precise, practical¡±
and bear the guiding spirit of ¡° putting lottery civilian¡¯s
benefit utmost important, and provide service to people heart
