Duties:
  Be responsible for departmental HR administration; conduct direct-linked units HR administration; for topnotch athletes recruiting, retire, injury assessing (stuffs included) and insurance, for HR administration of demission and retired staffs.
Position Duties

  Carry out duties by leadership of director general and deputy director general.

1、Be responsible for targets setting, target distributing and implementation. Organize theory study, skills training; communicate relationship between different business units. Audit working plans, reports, filed documents.

2、Draw out policies, regulations, documents according to national related policies and actual needs, propose work plans and implement measures which should be carried out after approval of supior leaders.

3、Control and manage the numbers of units, employees and leaders of departments and direct-linked units abiding by the basic principels.

4、Organize appraising, inspection, training of backup leader group and carry out the training plans.

5、Be responsible for management of personnel including employees¨ relocation, athlete recruiting; Retire auditing of the sport general administration and for the talent introducing of other provices.

6、Be responsible for secondary and high-level appraisal meetings for sport coaches, administrative training and grading verifying test of gymnasiums according to request of mucinipal department.

7、Be responsible for organizing and supervising inspection, punishment, recruiting and other detail tasks departmental officers, organize, conduct systematic reform in direct-subjected HR affairs.

8、Acquaint with, grasp basic situation of technical teams in municipal sport general administration, and bring forward construction opinions for a professional technical team, study out related policies, take care of life situation of intellectual employees.

9、Be responsible for salary reform of municipal sport general administration, for practical measures of salary adjustment documents which should be carried out by the approval of superior leaders.

10、Work out encouragement measures for athlete and coaches for large-scale sports meetings which should be carried out by approval of superior leaders.

11、Conduct, inspect document management, HR filing, correspondence and processing of private going broad business as well as the settlement of retired atheletes.
Cadres¨management and encouragement and punishment inspection
  1、Assist director in supervising and inspecting department leaders and backup leaders of徨direct-subjected units to carry out policies, regulations, targets, transparent governing etc which should be reported to superior leaders along with detailed suggestions.
2、Participate in the democratic evaluations of leaders and members of municipal sport general administration according to requirements of municipal organize department. Join in the inspection of cadres and backup leader group, draw out list of backup leaders.
3、Draft working plan, conclusions, regulations that concern cadres and backup leader group of sport department and carry out after approval.
4、According to national and Beijing encouragement policy and actual situation of its athletes and coaches such as working functions characteristics which shold be carried out after approval, participate in constituting suitable encouragement measures. Examine and approve bonus for athelets and coaches. Be responsible for preparation of honor badges and certificates; be responsible for scores upgrading of athletes.
5、Organize annual inspections of cadres and staffs both in governmental organs and other units. The statistics results should be reported to the superior leaders before according punishments or encouragements.
6、Be responsible for auditing of apply procedures of functional promotion of departments and report to the municipal HR department for approval.
Technical skills grading testing and evaluating management duties
  Carry out duties by leadership of chief and deputy chief
1、As per the designation and request of municipal government, be responsible for annual professional accredited rate plan and schedule for PE teachers all over the city; be responsible for the preparation and meeting participation; for the index review of discipline staff; for title submit; for delivering to-be-approved material; for entrusting accrediting procedure.
2、Be responsible for filing procedures of specialists title evaluating, go through macro-scale management, conduction and inspection towards all specialists in position recruiting and appraising.
3、According to the regulation and index by municipal government, analyze the current condition of discipline specialists, propose annual solution for preferential allowance policy and select outstanding specialists. Upon leader¨s approval, implement the solution in regard to democracy level and authority. In accordance with related national regulations, take charge of the stadium site training/test plan, implementation description and organize to carry the training and test.
4、Be responsible for ability grading and target training, inspection planning and implementation of departmental techinic workers. Participate in cadres training layout, implementation measures and responsible for their supervising and inspecting according to regulations and actual situation of our department.
Wage and logistics management duties

1、Draw out detailed regulations refer to wage regulations of State Department and municipal government and assign and carry them out in proper procedures and auditing rights.
2、Have a macro control over salary quota as per national income-contracted plan for institutions. Review and set the salary change standard. Be responsible for the draft and classification of labor/salary files.
Be responsible for chops and seals keeping. The using procedures should be strictly carried out.
3、Supervise and inspect labor insurance and farewell situations in all department units; be responsible for retire and remission procedures of all kinds; supervise paying of after-retire fees and inspection for athletes.
4、Be responsible for registry of dispatched documents, regulations and other materials, go through their passreading, undertaking, storage and filing.
5、Source and record office materials which should be taken good care of by cataloging, biding and filing.
6、Be responsible for chops and seals keeping. The using procedures should be strictly carried out.
7、Handle with the political status review of people going abroad by private business, carry out the procedures and confirm the nessisaries expenditure for those people.
8、Classifying and assorting the personnel files, collect materials on review, promotion, incentive/penalty, transfer, CPC entry, Youth College entry, etc. And lend/circulate the files in a proper way.
9、Recruit or dispatch stuffs according to written approval of superior leaders.
Social security and HR statistics duties
  Carry out duties by leadership of chief and deputy chief
1、Undertake the managerial work on social insurance service as old-aged pension, unemployment, and work accident compensation. Guide the affiliated in establishing personal account for insurances and in capital collecting, payment and transfer.
2、To handle the statistic forms over to affiliated institutions for filling, specify the detail and important points. Review and conclude these reports and submit to upper level upon officer¨s approval. Compile an analysis report then for leader to make a decision and a basis for management.
3、Be responsible for HR statistics inquiring for sport general administration and other departments.
4、Ensure the quality and quantity of assigned tasks by superior leaders.
Institution authorizing, distribution adjustment management duties
  Carry out duties by leadership of chief and deputy chief
1、Draft the schedule for organization structure, administration according to related regulations. Submit to municipal counterparts upon bureau¨s approval; set up Officer Enrollment plan upon request, and carry it out as per regulated procedure.
2、In charge of the organization structure, staff management for Sports Bureau affiliated institutions. Led by leader, draft for the establishment, merger, withdraw, rename and submit to upper lever for approval. Review application report on mechanism structure, section office designation/resignation and the transfer in/out of affiliated institutions. Implementation should base upon approval. Organize the register and annual test for local legal person.
3、Review on the proposed player/coachers form other cities or provinces by all institutions. Draft the report and submit for approval. According to demand by upper level and annual distribution index as well as the actual condition, put forward the preliminary plan for accepting cadre-to-be-solider and graduate students. Carry it out upon approval.
4、Propose declaration to HR administration and go through transfer procedures to cadres of suitable retired athletes who will attend test for state officers certification refer to related regulations.
